Excise duties combine a percentage of the retail price with a fixed rate based on quantity, and minimum thresholds are applied to maintain consistent revenue for public health programs.

By early 2026, the average price for a 20-cigarette pack ranged from €12.50 to €13, depending on the brand. These long-term pricing policies aim to discourage tobacco consumption while funding public health initiatives and anti-smoking campaigns.
